The Indian Council of Astrological Sciences (ICAS), established in 1984 by the legendary astrologer Dr. B. V. Raman, is one of India’s foremost institutions dedicated to the study, teaching, and research of Vedic Astrology (Jyotisha) and allied sciences. Revered as the 20th-century Varahamihira, Dr. Raman played a pivotal role in presenting Jyotisha to the modern world through his translations of classical texts, scholarly books, and widely respected astrological predictions.
Under the honorary national leadership of Prof. A. B. Shukla, IAS (Retd.), ICAS has expanded into a nationwide network of over 60 chapters, offering systematic education in Jyotisha, Vastu, Palmistry, Nadi, and Nakshatra studies. Its structured courses, ranging from six months to two years, have trained thousands of students from diverse professional backgrounds, including civil servants, judges, doctors, engineers, scientists, professors, and chartered accountants.
ICAS conducts examinations twice each year and awards prestigious qualifications such as Jyotisha Praveena, Jyotisha Visharada, Vastu Acharya, Hasta Rekha Visharada, Nadi Visharada, Nakshatra Visharada, and the advanced research title, Jyotisha Bhushan.
Research and academic excellence remain central to ICAS’s mission. Eminent scholars, including Prof. A. B. Shukla and Late Justice S. N. Kapoor, have contributed significantly to astrological research, enriching the understanding of Vargas, Nakshatras, retrograde planets, and ancient scriptures. Prof. (Dr.) Arya Bhushan Shukla (A B Shukla) is a distinguished astrologer, administrator, and spiritual guide. Since 2008, he has served as the Hon. National President of the Indian Council of Astrological Sciences (ICAS), driving its growth and development.
A retired officer of the prestigious Indian Administrative Service (IAS), Prof. Shukla held diverse administrative, legal, and municipal roles across Delhi, Arunachal Pradesh, and the Andaman and Nicobar Islands. His notable government appointments include serving as a member of the National Monuments Authority (Ministry of Culture) and Chief Convener of the Indian Knowledge System (Ministry of Education). Currently, he heads the Bhartiya Vidya Pariyjna department at the Indira Gandhi National Centre for the Arts under the Ministry of Culture.
An ardent student of Vedic astrology (Jyotish) since childhood, his passion was nurtured by ICAS Founder-President Dr. B V Raman. As a founding member of ICAS, Prof. Shukla views astrology not merely as a tool for solving worldly issues like career or marriage, but as Para Vidya—a sacred path to ultimate truth and Self-Knowledge (Atma Jnana).

Shri Navneet Kaushik is an Ex-IRSSE officer of the Indian Railways and currently serves as the President and Honorary Additional Controller of Examinations of the Indian Council of Astrological Sciences (ICAS). A distinguished academician and mentor, he is presently associated with the ICAS .
His profound understanding of Astrology is founded upon over 20 years of dedicated study under the esteemed guidance of Shri Shukla. He has further enriched his academic credentials by successfully completing Vastu and Post Visharad in Delhi. In recognition of his exceptional scholarship, unwavering commitment, and significant contributions to the field of Vedic sciences, ICAS has conferred upon him the prestigious titles of Jyotish Kovid , Vachaspati, Kalamani, Brihadacharya , and Jyotish Bhanu . Complementing his distinguished academic journey, he continues to contribute to nationally significant infrastructure initiatives in his capacity as a Senior Consultant for the Bullet Train Project, exemplifying excellence in both technical leadership and the pursuit of traditional knowledge !
